Traffic & Infrastructure Committee — Report to the Membership
Where we are. Birmingham’s Department of Transportation has rebuilt its Traffic Calming Program. Applications for the Fall 2026 cycle are open now and close October 31. Neighborhoods may submit up to two projects. Applications are reviewed together and scored on traffic data, crash history, equity, and proximity to schools and parks. Projects are jointly funded by the City and the neighborhood association. Submitting does not guarantee installation.
The City’s process has two steps. Step one is a vote at a neighborhood association meeting. Step two is the association submitting the application. Tonight is step one. We have not taken it since the program changed in January, and the window closes in nine weeks.
What the committee has done. Sherry-Lea Bloodworth has been working with BDOT on this since last fall and is completing the City’s application, along with a visual presentation of the proposed projects. Crosby Taylor prepared a detailed measures package for Hagood Street with supporting data and renderings. Caroline Bundy is out of town tonight. Crosby is in the hospital — he and his wife had a baby over the weekend, and we send them our congratulations.
What tonight’s vote does — and doesn’t do. It authorizes the committee to submit an application. It does not lock in which measures get built, and it does not commit any money. BDOT evaluates the request and tells us what they would actually build. The specific measures and any neighborhood cost share come back to this Association for a separate vote before anything is spent.
The standing priority. The most common safety concern raised in this neighborhood is speeding on Hagood Street. Our committee’s written priorities list, published in the October 23, 2025 meeting agenda and transmitted to BDOT by the City that same month, includes a pedestrian crossing at the church entrance on Hagood. That crossing remains on the committee’s list.
MOTION
That the Crestline Neighborhood Association authorize the Traffic and Infrastructure Committee to submit an application to the Birmingham Department of Transportation’s Traffic Calming Program for the Fall 2026 window, covering Hagood Street and Hoadley Drive — with the specific measures and any neighborhood cost share to be brought back to this Association for approval before any commitment is made.
